Why can't I place zones or unique buildings on a road?

I've expanded across the prebuilt highway, but the three-lane road I've built there doesn't have the white square indicators for zones and buildings, nor do one-lane roads I build off it.What am I missing here? via /r/CitiesSkylines http://ift.tt/2rzEebp
