[CLAIM] Libya

I wish to claim Libya. It is a country located in Northern Africa. They have a tremendous amount of oil. 9th in the world largest oil reserves according to OPEC. Libya once had a GDP per capita of over $8,000 but it is now near $4,000. I am going to make Libya great again!
